Borough Commercial Land Use Permit Application - Operators Apply Today!

Denali Borough Commercial Land Use Permit program begins TODAY!

The Denali Borough is launching its Commercial Land Use Permit program today, April 2, 2026, in response to increased tourism and commercial activity on borough lands. The Denali Borough Commercial Use Permit Code 4.11.04 was originally adopted by the Assembly in 2016 to support informed land management decisions. The program requires businesses guiding clients on or across borough property to submit an annual online application and pay applicable fees.

Visit the Land Management Page to complete your application or click HERE to directly access the application form.
You will reference the Commercial Land Use Permit GIS Map (also linked in the application).

The first Planning Commission meeting for the permit approval process will be held Wednesday, May 6th for applications received prior to that date.

The permit applies to non-extractive commercial activities occurring on or traversing borough lands within a defined time-frame and must align with designated management areas. To ease the transition for operators, the Borough will collect a non-refundable $250 application fee for 2026 while waiving all per-user fees during this inaugural year. Operators are still required to file a quarterly Commercial Land Use User Fee Report during the first year. Starting in 2027, the per-user per-day fee of $5.00 (Denali Borough Fee Schedule) must be remitted quarterly with the User Fee Report.

The goals of the commercial use permit system are twofold:

1.  The permit program with gather information about commercial use of borough land, allowing the borough to make informed management decisions.

2.  The permit program will collect commercial use fees that will be used directly in future land management activities.

Examples include:

  1. Mapping of borough lands
  2. Updating land management plans
  3. Investing directly in land development projects such as leasing, easements, rights of way, including the subdivision and sale of classified borough lands, and outdoor recreation improvement

Throughout this initial phase, the Borough will evaluate the program, gather land-use data, and make adjustments as needed. Operator input is essential, and the Borough encourages engagement and partnership to ensure the program is effective, fair, and supportive of the community.
