5.) Ordinance 03-14, Version A, an ordinance
amending the Code by the addition of Title 5, Chapter 38, creating the Denali
Borough Ethics Commission Policies and Procedures.
David
Braun, Panguingue Subdivision, stated that he is one of the goof balls that
turned in these ethics violations complaints as well as other goof balls Ray
Gary and John Winklmann. It has been
two years since the first complaints dealing with open meetings violations and
nineteen months since the first complaint about Mr. Caswell’s residency. In
that time he (Mr. Caswell) has tried to cover his tracks but the State of
Alaska recognizes his mailing address as (listed a street address) Anchorage,
his home is in Anchorage, and his attempt to changing his mailing address has
not worked. But the most important and
most serious allegation is fraudulent voting district boundaries and
apportionment in this Borough since day one.
It has been completely useless for the people of this Borough to vote,
their votes have been disregarded. It’s been also useless for the people on the
Assembly to vote on an ordinance because the boundary. The vote has been
disregarded by the administration of Mr. Gonzales. Mr. Gonzales’ actions still seem to be dictating the actions of
this Assembly. It is time for this
Borough to become accountable to someone. The State of Alaska has refused to
hold you accountable. The Borough needs to comply with the Alaska State Statutes
specifically Title 29, the apportionment of the Assembly, and the other is the
Charter amendments the other one is land use planning and regulation all of
which this Assembly has chosen to disregard.
Braun stated that nobody shows up to meetings because it’s a complete
waste of their time and unless they go to court, they may as well stay home. At
least that’s what Mr. Gonzales and other Assembly members say, if you don’t
like it, go to court. Now you have found two lawsuits on your hands and I expect
to win both of them.
