RESOLUTION NO. 05-04

A RESOLUTION OF THE ASSEMBLY OF THE DENALI BOROUGH REGARDING THE BOROUGH'S SUPPORT OF HOUSE BILL 49.

WHEREAS, the State of Alaska has benefited from higher crude oil prices while communities and citizens struggle to pay the escalating costs of fuel, insurance, retirement, and transported goods; and

WHEREAS, the State of Alaska has eliminated the Revenue Sharing Program and the Safe Communities Program; and

WHEREAS, the removal of revenue sharing programs has devastated municipalities statewide forcing budget cuts and the abolishment of essential services; and

WHEREAS, House Bill 49, if enacted, would provide Municipal Aid Grants of $50,000 to every municipality; and

WHEREAS, restored municipal revenue sharing allows local control to efficiently and effectively administer necessary services; and

WHEREAS, one of the key responsibilities of any State government is to ensure that communities have adequate resources to provide basic public services to their citizens.

NOW THEREFORE BE IT RESOLVED that the Denali Borough Assembly supports House Bill 49 as introduced or other forms of municipal revenue sharing and urges the legislature to adopt a reliable annual funding stream for State revenues.

PASSED and APPROVED by the DENALI BOROUGH ASSEMBLY this 13th day of April, 2005.
