CALL TO ORDER Presiding Officer Jerry Mueller Hall called the Canvass Meeting to order at 6:00 pm.
ROLL CALL Canvass Committee members present
were: Sid Michaels, Jim Caswell, Teresa Hall, Jerry Mueller, Carol Shields,
David Talerico and Mayor Gonzales.
AGENDA The Chair entertained a
MOTION to approve the agenda, HALL so MOVED and MICHAELS seconded. The vote was unanimous.
REVIEW The canvassing committee
along with Mayor Gonzales, the
PRELIMINARY Borough Clerk, and the Borough
Administrative Clerk reviewed the
ELECTION mailed in preliminary election
results with the hand carried ones,
RESULTS and they both matched.
The
preliminary results were as follows:

ABSENTEE The Canvassing Committee reviewed
all of the absentee ballot
BALLOTS envelopes.
The Borough
Clerk stated that in accordance with the Denali Borough Code of Ordinances the
ballot should be rejected for not having the affidavit filled out and that you
must register to vote 30 days prior to the election to be eligible to vote.
MICHAELS
MOVED to reject absentee “Incorrectly Filled out Absentee Ballots” #2 and 3
because they did not fill out the Affidavit on the back of the envelope an
ballot #5 because it was missing the verifying signature. CASWELL seconded. The VOTE was unanimous.
MICHAELS
MOVED to accept “Incorrectly filled out absentee ballots” #1 and 4, “Correctly
filled out absentee ballots” 1 thru 47. SHIELDS seconded. The VOTE was unanimous.
The absentee ballots were removed from the affidavit envelope and
placed in the ballot box. 49 ballots
were accepted.
Mayor
Gonzales read off the ballots and the committee, the Clerk and the
Administrative Clerk tallied the absentee ballots.
QUESTIONED HALL MOVED to reject #7,9,10, and 12
because they were
BALLOTS not registered to vote in the
Borough, or they registered too late.
MICHAELS seconded. The VOTE was unanimous.
HALL MOVED
to accept the Mayor candidate and proposition on ballot #1, 2, 6, 11, 13, and
17 because the wrong district ballot was voted. CASWELL seconded. The
VOTE was unanimous.
HALL MOVED to accept ballots #3,
4, 5, 8, 14, 15, and 16. MICHAELS
seconded. The VOTE was unanimous.
Questioned
ballots #1, 2, 6, 11, 13, and 17 were removed from the affidavit envelope and
placed in the ballot box the Clerk read off the votes on the proposition only
and Mayor Gonzales, the Committee and the Administrative Clerk tallied the
votes.
Questioned
ballot #3, 4, 5, 8, 14, 15, and 16 were removed from the affidavit envelopes
and placed in the ballot box. Mayor
Gonzales read the questioned ballots and the Committee, the Clerk and the
Administrative Clerk tallied the votes.

the final results into the tape recorder for the record.
BREAK A recess was called so the
Clerk could prepare the canvass committee report.
RECONNVIEND The meeting was called back to order at
8:30 PM.
CANVASS
COM. The Chair entertained a MOTION to
send the Canvass Committee
REPORT Report to the Assembly. MICHAELS so MOVED and HALL seconded. The VOTE was unanimous.
PUBLIC David Braun, Healy
resident, congratulated the committee on, what
COMMENTS seems to be, a very through
job. He stated that there are problems
that need to be addressed. He stated
not only Mr. Waugaman and Mrs. Huffsteter who live on the east side of the
river but voted in the west central district.
He stated that there are also census blocks on the West side of the
river, Block 2038, that have three people that are listed in that block. He stated that those three people were put
in with the east central district in the redistricting but they went to the
Healy polls. He stated that in his
opinion those people were undoubtedly given a west central ballot. He stated that they are all adults and they
voted one way or another it could change the out come between Ms. Hall and Mr.
Evans. He stated that there is also a
problem in the Borough with people voting is districts that they have not been
assigned. Braun stated not only voting
districts that they have not been assigned to but they have not been told that
they can run for the districts that they actually have them assigned to. He stated that at Slime Creek there is a
census block that runs from Slime Creek to Carlo Creek, 2111 or 2113, there are
13 people in those blocks. He stated
that they all live between Carlo Creek and Slime Creek and the boundary of the
district is supposed to be Slime Creek. He stated that according to the census blocks that were turned
into the State. He stated that the
north east corner of the borough north of the line that goes east and west on
the map if they wanted to run they would not have known. He stated that they did not know the
district that they are assigned to. He
stated that it throws Seat B into a dispute and also the rest of the
Borough. He also stated that you have
to wonder why when Mr. Waugaman and Ms. Huffsteter showed up in Healy. They could not vote a ballot from another
district when the people between MP 269 and Paguingue Creek were able to vote a
north in Healy. He stated that it
worked just as well that way. He said
that in fact it seems like people have always been able to vote a ballot in Healy
from another district. He stated that
the other thing Charter says that the School Board and Assembly should be
proportioned the same and there are two sets of ballots. He stated that the people between MP 269 and
Paguingue Creek voted a different ballot for different voting districts. He stated that you have the geographic
voting district for the School Board that is different then the Assembly. He said that there is also an ordinance
292.2 and it reads that the School Board and the Assembly will be apportioned
the same. He stated that the assembly
will have to decided which one of these boundaries they are going to go with or
put before the voters a amendment to the Charter to let the school board and
assembly be apportioned differently.
Neal Laugman,
North District resident, stated that he agrees with Mr. Braun. He stated that he does not like the way this
has been done. He stated even though
the office sent out a letter to everybody from MP 269 to Paguingue Creek. He stated that people are still confused
about it. He said that he went around a
talked to everybody. He stated that
they had no idea about what had happened.
He stated that they had a hard time understanding that the line now goes
to Paguingue Creek. He stated that if
the opportunity comes up in the future he urged the Assembly to rethink
this. He stated that Mr. Pollock had a
good idea. He stated that this
particular area have the same common interest.
He said that nobody down here knows anybody up north. He stated that his nickname is Nealy from
Healy not Nealy from Anderson.
COMMENTS
ADJOURNMENT The Chair declared the Canvass meeting
adjourned at 8:45 pm.
