Minutes of the Work Session

Denali Borough Assembly

Tri-Valley Community Center, Healy

December 9, 2001

 

CALL TO ORDER    Presiding Officer Jerry Mueller called the work session to order at 2:10 pm.

 

ROLL CALL               Assembly members present were: Sid Michaels, Jim Caswell, Teresa Hall, Jerry Mueller, Teresa Usibelli, Jim Payne, Gerald Pollock, and Mayor Gonzales.  Assembly members Carol Shields and David Talerico were absent.

 

1.)   Ordinance 01-10, version B, an ordinance amending Denali Borough Charter, Article XI, Section 11.01, regarding a sales tax.

 

There was no discussion.

 

2.)   Ordinance 01-13, Version A, an ordinance establishing a 2% general sales tax within the Denali Borough.  (Introduced by Assembly member Teresa Hall)

 

MICHAELS said he would like this ordinance to state the items that will be taxed not the items that are exempted. 

 

HALL said this ordinance is short, sweet, and to the point.  She said a procedural ordinance would follow this ordinance to implement the tax.

 

Discussion followed.

 

Chris Hagar questioned the statement in the ordinance that pertains to activities for those 18 and over.  Hagar said some of the basketball camps have students attending that are over and under the age of 18.

 

3.)   Ordinance 01-14, Version A, an ordinance adding Title III, Chapter 22A, Titled Excursion Tax to the Denali Borough Code of Ordinances.  (Introduced by Assembly member Scott Stowell)

 

HALL stated that this is the big document that worries her.

 

4.)   Ordinance 01-07, Version A, an ordinance amending the Denali Borough Code of Ordinances, adding Chapter 22, pertaining to business licenses.

 

MICHAELS said he is under the impression that this ordinance goes hand and hand with the proposed sales tax put forth by the Revenue Development Task Force.  He suggested that this ordinance be postponed until the next meeting or until the Assembly decides what will happen with the proposed tax ordinance.

 

Mayor Gonzales said he and the Task Force have no problem with the postponement.

MAYORS                   Mayor Gonzales gave his report of activities from the previous

REPORT                    month. 

 

November 10th he attended the Veteran’s Day celebration in Healy.  He said the Ft. Wainwright band was in attendance, and the ceremony was exceptional!

 

                                    Mayor Gonzales said he also attended a similar ceremony in Anderson.  Their ceremony was called Community Unity.

 

                                    November 15th he met with the Corridor Advisory Group in Fairbanks.  He stated that Dave Hanson is the facilitator for the group. 

 

                                    On November 16th he met with Village Safewater Engineer Doug Poage regarding the $160,000 grant to assess the needs of the Borough.   

 

                                    On November 18th he attended Senator Murkowski’s Fairbanks meeting by special invitation.  He reminded everyone that Murkowski is running for Governor.

 

                                    On November 19th he met with Usibelli Coal mine Representatives Steve Denton, Charlie Boddy, and Becki Grey to discuss their concerns about the Borough issues. 

 

                                    He attended the Alaska Municipal League Local Government Conference last week in Anchorage.  Mayor Gonzales offered his condolences to USIBELLI, as she had to leave the Conference early due to a death in her family.

 

Superintendent          Denali Borough School District Superintendent Chris Hagar gave

Report                        his report.  Hagar said Anderson’s enrollment had increased to 66 students.  He said a group of students had presented the Alaska Board of Education with a request to grant a waiver pertaining to the high school graduation requirements.  He said their request was unanimously approved. 

 

                                    Hagar stated that there had recently been some vandalism at Tri-Valley School, and the District has spoken to some of the parents of the kids they think were involved.   

 

                                    Early last week the district received a waiver from the FCC to allow our schools to provide Internet access to their respective communities.  

 

                                    USIBELLI asked if the students are getting enough hours in with school starting later this year.  Hagar said the students are obtaining enough hours and will meet performance standards.
